Housing Scam Rocks Philadelphia

For three years Rickie Williams sold neglected homes that didn't belong to him.

"Dodging the red tape that normally bogs down government housing programs, Williams, 35, personally ran the deeds through City Hall, a grand jury alleges, turning over some properties in a matter of days — and for modest prices, usually less than $10,000.Only one problem: Williams sold houses that didn’t belong to him. They were stolen from their legal owners in a brash series of fraudulent deed transfers, according to Philadelphia prosecutors."
