Issy-les-Moulineaux is the most advanced city in France.
"[The] influx of companies such as Cisco Systems, France Telecom, Compaq and many lesser-known startups, has laid the basis for much of Issy's subsequent transformation...The percentage of households connected to the Internet in Issy is much higher than the rest of France...Issy has also been at the forefront of experiments in online voting and cyber-democracy"
