Royson James looks at how Canadian cities are being harmed by 'downloading' from provincial governments.
"Canadian cities are being hammered. They are forced to choose between diminished services or tax hikes, even as senior governments promote themselves as tax-cutters and pile up budget surpluses... Toronto's cries are resonating across the country as cities fight back against a well-practised strategy of the federal and provincial governments, namely, the dumping of costs down to municipalities."
