West Linn, Ore. Mayor David Dodds is hated by developers and disliked by some former city council members - and he doesn't care.
David Dodds is on a mission to slow his hometown's explosive growth by making annexation more difficult and raising development fees. Now entering his second year in office, Dodds and his three slow-growth allies on the five-member city council make no apologies for the tactics they've used to prevent further sprawl in their town.
