An Orlando Sentinel columnist argues that there is one sure way to stop spraw: Turn off the water.
Several readers have reminded me recently that the only way to end the sprawl is to simply stop growth. What's underground might be the solution... Developers might be in for a surprise if local governments start looking more closely at water in the planning process.Choking sprawl at the tap might is not only a good idea -- it may be the only solution."
