Can Galveston's Port Become A Waterfront?

Galveston Port's proposed merger with the Houston Port Authority is rejected by voters. It's now being called a 'Waterfront.'
The proposed deal meant the city of Galveston would deed its public docks to the Port of Houston Authority. In return, officials at the Houston port vowed to pump $70 million into rebuilding this island city's dilapidated waterfront, pay off more than $20 million in bonds the Galveston port has outstanding and, eventually, create 2,000 middle-class jobs.
