As an alternative, Hylton looks to successful communities such as Wyomissing, Pa., which is based on the "garden city" plan of Letchworth, England. Designed by Ebenezer Howard in 1898, the idea of "garden cities" left a green belt of open space around the central hub of the city, creating a self-contained town which was connected to larger cities by public transportation."
