A local mayor in Texas ramrods his beachfront home development, despite state concerns over who owns the property.
"Davison, the mayor of this small Brazoria County village, wanted to complete as much work as possible before someone tried to stop him -- someone such as the state of Texas. ... The disagreement is the latest version of the debate over what constitutes public and private property on Texas beaches."
