Code Changes, Grants Foster Joint Municipal Planning

Last year, the Pennsylvania Legislature approved changes to the Municipalities Planning Code so communities that file joint comprehensive plans can share the distribution of land use zones.

The joint planning agreements among municipalities sometimes also include tax-sharing agreements, so the tax boost that might come from hosting the industrial area in a joint comprehensive plan would be shared among all muncipalities involved. Until this change, municipalities that shared streets and utility lines with neighboring towns were reluctant to consolidate police and fire, or work together to plan development, for fear of losing their identity or independence.
