A smart, feasible plan to end fifty years of suicidal tax structure.
City Controller issues a detailed plan for reducing wage taxes, shifting toward a land-value tax, and reducing/eliminating confusing taxes on businesses. It is Philadelphia's best hope to reverse decades of depopulation and job loss.
