Sprawl Still Spreading In Virginia

Local efforts to control sprawl around Richmond and other areas in Virginia have failed.
"Thomas Jacobson, Chesterfield's planning director, and John Hodges, Hanover's deputy county administrator, said their counties were working to slow sprawl by directing growth to urbanized areas and away from rural ones.That's when Bawcum noted the disconnect - the words weren't matching the reality, she said, because sprawl was proceeding in the counties."
