Is Toronto's Smart Growth Council Up To The Task?

Greater Toronto, Canada, needs a strong body to tackle landuse and transportation issues. Is the so-called smart growth management up to the task?
"To be effective, this growing urban region needs a body that can get involved in the challenges that cross municipal boundaries such as urban sprawl and road congestion.This body should, for example, be able to draw up broad land use policies that look ahead 25 years and define the urban boundary of Greater Toronto. It should be able to create and implement transportation plans and help co-ordinate transit."
