Debate Over Colorado Land Conservation

Should an agency in Colorado charged with preserving open space be allowed to borrow $115 million for additional purchases?
"Opponents say they don't like the idea because 42 percent of Colorado is already owned by the state and federal governments. They contend the remaining land should stay in private hands, otherwise private land prices will continue to rise along with property taxes."
