Three Victories For California Conservationists

California Governor Gray Davis signed measures including one protecting coastal areas from land speculation.
"Gov. Gray Davis handed environmentalists three major victories Saturday by restricting coastal land speculation, preventing companies from turning aging oil rigs into artificial ocean reefs, and clearing the way for the largest park bond in United States history.The hat trick left conservation leaders surprised and delighted after a year dominated by an energy crisis, economic slowdown and terrorist attacks that overshadowed all other issues."
