Expressway Construction Faces Challenges

According to Tollroads News, "Without any tolling option, New York State DOT has been forced to drop a long planned rebuild of an old segment of the Brooklyn Queens Expressway (BQE) and a portion of the Gowanus Expressway, both I-278 in Brooklyn."

"Tolls would be needed to make the project financially feasible, but restrictions on tolling interstate highways precluded this."

NYSDOT described the rebuild of the literally crumbing elevated highways as a "critical need" and a "public safety" issue in the early stages of the project.

"The alternatives being explored in the environmental study far exceed the financial resources available to us now and for the foreseeable future."

Rebuild, Repair or Replace? Re. BQE, Gowanus Exwy NY/I-278

The article left me confused as to what is being proposed and what will be done. It would seem that the 'tolling option' was to replace the 'elevated highway' with a tunnel, but I didn't see the option to repair the elevated highway which presumable would be done with existing transportation revenues.....or am I missing something?

"One of the alternatives being considered would have replaced a looping section of elevated highway with a direct 1.5 mile, 2.2km tunnel under Brooklyn.

I think 'replace' would have been a better term than rebuild which TollRoadsNews uses in its first sentence.
