Smart Growth: An Update From Colorado

Bob Ewegen reports on the status of smart growth-related bills in the Colorado Legislature.

"What happens, in short, when two or more cities or counties write plans that conflict with their neighbor's goals?...This year, the legislature passed a law requiring cities and counties to mediate such disputes. If they can't reach a compromise, a court will decide the matter based on rational land-use standards.An even more important bill passed this session allows counties and statutory cities (those without home-rule powers) to collect impact fees for such direct costs of new developments as roads and sewers."
