This paper examines the effectiveness of inclusionary zoning programs as tools for not only providing affordable housing, but also ensuring that such housing is built throughout a jurisdiction.
This paper focuses primarily on the experiences in the Greater Washington region and Montgomery County, Maryland in particular to illustrate the strengths and challenges of inclusionary zoning and suggest how inclusionary zoning can be improved and implemented in other jurisdictions around the country.
