Colorado Close To Adopting Smart Growth Policies

The Colorado Legislature is on the verge of passing a historic package of "smart growth" measures.
"The Colorado Legislature is on the verge of passing a historic package of "smart growth" measures. Final approval could come today or tomorrow. The lawmakers tried and failed to pass smart growth legislation in the 2000 and 2001 regular sessions as well as a special session called by Gov. Bill Owens last May. Given those three failures, why does this fourth time seem charmed?"
