Reducing Traffic Congestion By Reducing Freeway Lanes

Whitney Gould asks Milwaukee County, WI, to consider a counter-intuitive idea: to reduce traffic congestion, reduce number of freeway lanes.
"It sounds counterintuitive, if not downright crazy. How?...Wider roads siphon traffic from other routes and invite motorists to increase the number and length of trips they might otherwise consolidate. Development follows the cars, worsening congestion."
