Can Different "Greens" Mix?

Governing Magazine identifies a trend: States consolidating their various environmental agencies (parks, wildlife, energy, etc.) to less than stellar effect.

In Connecticut and Maryland, Colorado and Oregon, and of course, Florida, Governors are taking drastic steps to cut costs:

"Some critics worry that all this eco-consolidation may water down the impact of state environmental protection agencies. In Florida, for example, Gov. Rick Scott has considered creating a Department of Growth Leadership, an agency that would value job creation and economic development as being just as important as clean air and water."

Conservation groups are predictably unhappy.
