Citizens Take Charge In Declining Neighborhoods

Residents of declining neighborhoods in Greenvill, SC, are creating their master plan at a charrette.
"For a while now, there have been signs that something was about to happen. Strangers have been showing up in the neighborhood, driving the shady narrow streets, knocking on doors...Done by charrette...planning isn't 'landlord versus tenant, not city versus private developer, or neighbor versus neighbor.'...they will all sit down together, with both ideals and profits in mind. "
