Maryland has been a long-time chamption of smart growth. Yet smart growth has not made a dent in Baltimore City, which is where it could do the most good.
"[Governor] Glendening has made himself synonymous with an evolving movement seeking thoughtful and compatible uses of our land. Smart Growth is both his legacy and his future. You heard it here first: Look for Maryland's governor to keep promoting the cause of Smart Growth -- and his own prominence -- after he leaves office a year from January in a high-visibility, environmentalist capacity."
