Takeoff From Tijuana?

Can't decide where to site an airport? How about a bi-national terminal across the U.S.-Mexico border?
"There'd be no noisy, dirty runway north of the border. The plan is from developer Ralph Nieders, son of a Norwegian immigrant to Mexico: Tijuana runways and maintenance hangars, a binational terminal astride the border.
