Sacramento Stops Regional Car-pool Plan

A 20-year plan for expansion of Sacramento's HOV lanes is halted by Sacramento -- for fear it will cause urban sprawl.
"A 20-year plan by the Sacramento Council of Governments calls for expanding the area's 14.3 miles of high-occupancy vehicle lanes to nearly 100 miles at a cost of more than $300 million. There's only one hitch: The city of Sacramento isn't on board. The city council voted against a plan to study car-pool lanes for one major highway, arguing that the lanes would lead to suburban sprawl..."
