After 19 months of dabate, Loudoun County adopts strict growth controls; opponents protest while experts give mixed reviews.
Loudoun County adopts what may be the most ambitious growth control measures in the Washington Region. The plan seeks to keep two-thirds of the county in rolling farmland and transform existing suburbs into communities that feel more like traditional towns.
