In Eugene, Sprawl And Recession Are Linked

Columnist Karen McCowan asks "If Eugene [OR] is so anti-growth, how did all this sprawl happen?
"...we took what some saw as desperate measures to attract jobs. We created enterprise zones and dangled tax breaks. Government teamed with private business to develop business and industrial parks - often on cheaper, undeveloped land far from downtown."
