When A Public Utility Listens To Citizens

The beautiful Rowena Reservoir in Los Feliz is the result of Los Angeles' DWP and local residents working together.
DWP wanted to cover over the open reservoir. Locals wanted it to stay the same. There was bitter opposition. So for 10 years, a mediator has worked with the groups. One resident says that, "It is a Disneyland-type of place...it's wonderful."
