Portland's Land Use Conceit?

Portland is named as one of three top International cities for livability. Is Portland developing civic conceit?
"There we go again, being a role model for the world -- and barely noticing the fact. Atlas shrugged, and we seem even more oblivious at times to the weight on our shoulders. Last week, Portland was one of three cities heralded by the Worldwatch Institute, a Washington, D.C.-based environmental research outfit, which released an 85-page report on the link between global warming and urban sprawl."
