Land Use Fraud: A Planner Gone Bad

A planner and land use consultant in Eugene, Oregon collaborate to break the law.
"Miller apparently took money from clients to pay county filing fees and cover the cost of preparing plans and forms but failed to complete the work.Kline frequently handled paperwork for permit applications Miller brought to the county. In some instances, county records showed receipts for the permit fees but the money could not be found."
