Two strategies attempt to balance growth with restrictions on development.
"Concerned that the Twin Cities area is headed for a "train wreck" unless new solutions are found to fast-rising housing prices, traffic congestion and the loss of natural areas, top officials of the Metropolitan Council are expected to urge big changes ... in how development is managed."
