A 'Dumb' Version Of Smart Growth?

The Sierra Club of Canada criticizes Ontario's Premier Mike Harris for his policies and abuse of the term "Smart Growth."
"Premier Mike Harris' version of smart growth - building new highways, encouraging urban sprawl and refusing to fund public-transit operations - is the antitheses of good urban planning, a well-known environmental organization says... The Sierra Club issued a report card giving Harris a F+ for his version of smart growth, which calls for five more highways in and around Greater Toronto and the Niagara Region."
