Strapped for funds, the state of South Carolina couldn't purchase the island as a nature preserve. Consequently, the land was zoned for 5,500 home sites. The Chaffins bought the property and downsized the development to 500 high-end home sites. More than a third of the island was turned over to a land management trust.
