Accessory Use to Mini-Storage

Hello All,
Our code does not have a provison to allow outdoor storage as an accessory to Personal Storage/Warehousing (mini-storge). The only place we allow outdoor storage is in our Industrial Zones. We have proposed to allow storage of currently registered boats, cars, and RV's as an accessory to the Personal Storage and Warehousing use allowed in other zones. One provision was that the area of the outdoor storage can not equal more than 30% of the area of the storage facility buildings (to make sure the accessory use stays an accessory use). Thoughts? Have you come across anywhere else that has these sort of restrictions? Any input would be welcome!!

My idea
I think the indoor they are referring is that it has both wall and a roof. my opinion only.

i have not come across this at all, however some thoughts come to mind. 30% of the area outdoor could be a lot depending on the adjacent uses. For cars/boats/RVs, there are some storage units that offer a covered storage. How are these covered storage areas treated? Are they treated as an indoor or outdoor use. What defines "indoor" if there is a roof or a walls? http://www.redtopcomplex.com/files/CoveredStorage.jpg In order for the facility to offer additional storage, they may have to make some sort of concession. The image is of one that is not too costly, can bring great return on the investment, and help define what is and is not allowable under current provisions. I have learned that there is a thin line and someone is always looking to make it thinner!
