Strategy for industrial integration between 2 cities

Iam a Fifth-year student (graduate) from Department of urban and regional planning (kfu)
And i choose a graduation project entitled (integration between the tow industrial cities)) and i cant find a steps of action to achieve the strategy

So please can you advise me on the steps and work or information required or elements of industrial integration that i must gathering?
