Post Rezoning Evaluation

Does anyone know of any studies that evaluate large scale rezonings? I am undertaking a project for NYC's Dept. of City Planning to create an evaluation method for past rezonings and am looking for examples of similar studies in order to identify the criteria for our methodology. Any examples of relevant studies are appreciated.
