The San Francisco Planning Department has one opening for a temporary-exempt, part-time Grant Writer Specialist. The primary duties of the Grant Writer Specialist are to develop a comprehensive, sustainable grant-writing program and to act as the principal grant writer for a variety of planning-related grant applications. The Grant Writer Specialist will work with Planning Department staff in order to effectively target and develop successful grant applications related to neighborhood planning, urban design, long-range citywide planning, and historic preservation. The Grant Writer Specialist may also pursue capital grants supporting Planning Department capital priorities. This position will be supervised by the Assistant Director. The nature of the work requires that the successful candidate be creative, well organized, and a self-starter who takes initiative and works well independently.

Background:
The San Francisco Planning Department provides land use policy development and implementation for the City and County of San Francisco. The Department provides development entitlements, guides land use decisions, develops long-range land use policy, administers and enforces the Planning Code, and provides environmental review of land use proposals. The Department has approximately 135 employees in five divisions, including Neighborhood Planning, Citywide Planning, Major Environmental Analysis, Administration, and Commissions.

The Planning Department is embarking on an effort to develop a comprehensive Grants program, to support the Department’s core activities as well as specialized initiatives. The Department’s goal is for the program to be self-sustaining. If the program start-up is successful, the Department will consider establishing a full-time, permanent Grant Writing and Administration position.

Essential Duties:
• Identifies potential grant opportunities, with a particular focus on government grants at the federal, state, and local levels

• Identifies private foundation grant opportunities

• Acts as the principal writer in the preparation of grant proposals to government agencies and foundations

• Develops and conducts comprehensive studies, surveys and other evaluative processes to analyze existing and proposed administrative, management, program and organizational needs, systems, functions, policies and procedures; identifies and analyzes important issues, processes, patterns and trends, documents findings, and develops recommendations on potential collaborations and partnerships for grant opportunities

• Monitors all grant applications by developing a master list of grants submitted or proposed for submittal, timeframes, accountabilities and reporting requirements and funding decisions

• Analyzes and coordinates information or data from multiple sources and findings for the requirements of grant application submission and reporting

• Works closely with finance, management and planning staff; confers to discuss, evaluate and make recommendations on administrative, organizational, policy, budget, fiscal and other issues related to important functions of the department

Minimum Qualifications:
1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university and three (3) years of full-time equivalent experience performing professional level analytical work as described in Note A: OR

2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B and two (2) years full-time equivalent experience performing professional level analytical work as described in Note A; OR

3. Possession of a baccalaureate degree from an accredited college or university and four (4) years full-time equivalent experience performing professional level analytical work as described in Note A; OR

4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B and three (3) years full-time equivalent performing professional level analytical work as described in Note A; OR

5. An equivalent combination of education and experience

Notes on Qualifying Experience and Education:
A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1823, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1822 is considered qualifying.

B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1823.

Desirable Qualifications:
• At least five years of grant writing experience with proven track record in government grant writing and grant program development
• Excellent persuasive writing, editing, and proofreading skills, as well as the ability to adapt writing style
• Familiarity with submitting grants electronically via systems such as grants.gov
• Professional knowledge and familiarity with a range of government granting agencies
• Familiarity with Urban Planning or a closely related field such as Architecture, Landscape Architecture, or Urban Studies
• Demonstrated experience in initiating, developing and successfully implementing a new program or initiative.
• Creativity and strong organizational skills.

City employment may be verified by submitting a performance evaluation in lieu of other verification. City and County employees will receive credit for the duties of the class to which appointed. Credit for experience obtained outside of the employee’s class will only be allowed if recorded in accordance with the provisions of Civil Service Commission Rules. A copy of a diploma or transcripts must be submitted to verify the qualifying education when requested. Verification may be waived if impossible to obtain. Waiver requests will not automatically be granted, but will be considered on a case-by-case basis.
