Kinston, NC, has become a model for other communities recovering from Hurricane Floyd.
"The cost of natural disasters in the past decade exceeded the cost of natural disasters in the previous four decades combined...In the past 20 years, the density of development in some high risk coastal areas has increased by more than 60 percent...While model building codes are available to local governments, many jurisdictions are unwilling to adopt them, so we continue new construction in hazard areas..."
