Solar power facility regulation?

Does anyone know of any zoning ordinance or municipal codes that regulate solar energy plants/farms?
Most I have looked at, even in inland California where plants are planned, regulate this use the same as other electrical power generation facilities.
I think at a certain threshold (50 MW?), they are regulated by the PUC and the jurisdiction is less involved.

There are some interesting discussions taking place in Wyoming regarding siting of large wind power facilities, which have some similar issues or concerns. You might try contacting the Wyoming Governors Office Natural Resource Policy Office they will be able to lead you to some localized contacts dealing with the subject, Rawlins, Wyoming comes to mind.
