Tax Structure Causes Suburban Sprawl

The city manager of Lynchburg, VA, says relying on development and tax revenue causes sprawl.
Virginia has two features that make suburban sprawl worse, [Kimball Payn, Lynchburg's new city manager] said. One is the separation of cities and counties; the other, and bigger problem, is its tax structure...That problem is tied to the tax structure, which relies on development to increase land value and tax revenue."
