Approval of a Preliminary Plat -

This is question I have come across in my jurisdiction. If a preliminary plat is conditionally approved by the Planning Commission, when does the clock start on the 2 year (or less in your jurisdiction) time period for the final plat to be submitted for approval?
If the requirements of the conditional approval are not met yet, then can the clock start as it is not technically approved?
Should conditional approval be considered as approval?
How would this be handled in your municipality?

Approval
I have generally seen conditional approval handled, by requiring the applicant to come back for review to the PZ commission (another condition) to ensure the changes are made prior to advancing to the council or commissioners. Sometimes the application is tabled, which prevents them from advancing in the process until they address the issue, sometimes this results in the applicant withdrawing and starting over. And sometimes the conditions are added and if they are not met then staff recommends denial and most of the time the Council/Commission follows that recommendation.

PZ conditions, time frame starts upon approval
