Art, or a Nuisance?

The question of whether graffiti is art or vandalism is facing a vote in Bristol, U.K., the hometown of famed graffiti artist Banksy.
"The city council has now adopted an official policy on street art, which will allow residents to vote in online polls on whether graffiti and murals should be retained or removed. The council organised a poll in 2005 over the question of a Banksy work in the city, which saw 93 per cent of those taking part favouring its retention."
