Mormon Temple Vs. Land Use

Utah's Supreme Court rules that a temple's soaring steeple can be built, despite zoning regulations and public protests.

"Zoning ordinances cannot prohibit the construction of buildings for religious uses in any zoning area, but under a state law called the Dover Amendment they can set limits on size, height, parking and open space. The dispute hinged on whether the steeple was essential to the religious mission of the temple."
