Next Generation wind turbines, new ordinance

Has anyone had experience in writing or working with ordinances for small residential wind turbines fo the vertical format? These newer generation turbines are much smaller and less obtrusive (like the one Jay Leno put on his house) and seem to be a reasonable alternative in a neighborhood. Are there any model ordinances that deal with this issue?

California Example

The State of California tried to get something passed recently - AB 2789 Blakeslee. (I think they actually had passed something almost identical but the previous version expired.) AB 2789 died in the Senate Local Government Committee.

I am unaware of any local ordinance but this assembly bill could at least offer a draft to start from . . .
