Saint Paul?s emerging waterfront neighborhoods integrate the history and cultural landscapes of the Mississippi River.
In the late 1980s, Saint Paul's Mississippi riverfront exhibited the decline evident in many Midwestern river cities. Office towers and retail areas turned their backs on the river, and waterfront industries that had flourished for decades became increasingly stagnant, even though Minnesota?s service economy was booming.
