Nightlife ordinances and planning

I'm looking into ordinances that may be keeping my town from having a more vibrant nightlife and entertainment scene (noise ordinances, cabaret license restrictions, zoning, enforcement, etc.). Do any of you have experience with or know of towns that have made a concerted effort to reduce barriers to arts & culture entertainment or to actively promote nightlife programs and businesses? What problems did you find, and what changes have been successful?

Relatedly, do you have any thoughts about creating entertainment districts vs. allowing nightlife (dancing, bars, performance, amplified music, outdoor dining, etc.) to permeate the city in a less prescribed area?
