Newsweek's Howard Fineman reviews the career of EPA head Christine Todd Whitman and the challenges she faces.
"The former governor of New Jersey is supposed to be the Bush administration's symbol of commitment to a cleaner environment. Instead, she's been embarrassed twice in Team Dubya's first 100 days, issuing pro-green declarations (on air pollution and drilling in Alaska) that were subsequently undercut by the White House."
