Construction Waste Recycling Collection

My municipality is looking to amend our zoning code to permit the temporary use of a site for collection of construction waste for recycling. The idea would be not to recycle on site but simply allow the collection of construction waste materials in close to proximity to the new development that is generating the waste. Can anyone suggest any examples of zoning codes that have addressed this? I'm looking for some precedents that might help us out.
