Citizen-Activists Can Beat Major Developers

A major Los Angeles developer and the city's mayor have been foiled in their attempts to develop downtown L.A.'s Cornfield.

Some wanted an industrial park on the site. Others wanted a park, housing, and schools to be built. It was a battle in whcih coalitions were built and battles were fought. Letters were written. Parties were wooed. And when the major developer had some funding withdrawn, parties sat down and agreed on a plan.
