Are PA Cities Working Together On Development Yet?

A forum at Temple-Ambler concluded it was still too early to tell whether a landmark law is making a difference.
"For a suburban development, 12 months is not a long time; it can take years to go from concept to construction. As the first anniversary nears for state legislation that encourages municipalities to work together to manage growth, it is too early to tell whether the program is working or not."
