Federal Government equivalent to City/Regional Planning office

I am wondering what, if any, office in the Federal Gov't would be the equivalent to a City/Regional Planning office.
The stimulus money is about to start rolling in to the states and cities. However, some projects may cross state lines. For example, if the LA to Las Vegas train were to be built, it would involve coordination in many states. Is there a fed department which will look at all the projects and coordinate efforts so that the money can be spent in an efficient manner and is in keeping with the overall objectives of the administration(sustainability, job creation, etc...)?

The decision to abandon a property is a symptom of the loss of confidence. And while abandonment certainly affects confidence among surrounding homeowners, the most important question to answer is not "how do we deal with abandoned properties?" but "what is the most cost-effective way to restore market confidence, and how do abandoned properties fit into that picture?"
